Pat Jordan, President

Pat Jordan has advised public agencies for over 25 years on federal policy and funding opportunities with a focus on transportation and economic development.  Her transportation work covers all aspects of highways, transit, and aviation.  She got her start on Capitol Hill as a Legislative Aide and then Legislative Director for Representative Olympia Snowe (R-ME), where she focused on tax reform and transportation issues.
Pat has been successful in navigating the Department of Transportation to secure approval and funding for transit projects in California and Utah through the New Starts and Small Starts Programs.  Her in-depth knowledge of economic development grants at the Department of Commerce has resulted in clients receiving millions of dollars in infrastructure grants.  She recently worked with the Environmental Protection Agency to redesignate a hazardous waste site so that a city in Salt Lake County could apply for Brownfields funding thereby laying the foundation for housing and retail development.
Pat is an active Business Member of the American Public Transportation Association (APTA), as well as the Women’s Transportation Seminar.  Pat started Jordan & Associates in 1993 with a vision to deliver effective Washington strategies for her clients to achieve measurable results.

Pat has a Bachelor of Science Degree in Environmental Science from the Florida Institute of Technology, and did graduate work at the George Washington University Graduate  School of Legislative Affairs.  She also completed the Advanced Legislative Institute at the Library of Congress.

Rosy Ehlert, Grants Writer

Jordan & Associates provides grant-writing services through our partnership with Ms. Rosy Ehlert. Ms. Ehlert is a licensed civil engineer who has extensive experience in preparing Federal grants. She specializes in land development and transportation and has worked on major transportation projects.
Rosy has over 25 years of experience working with local, state, and federal agencies on many complex projects.  While an engineer by trade, Rosy is also known as an exceptional grant writer. She uses her engineering background and her strong interpersonal skills to write successful proposals dealing with transportation, land development, water resources, national laboratories and economic development sites, including the energy related innovation hub (i-Hub) located in Livermore, CA. 
Jordan & Associates has partnered with Rosy to offer our clients superior grant writing services.  In recent years we have seen the need for technical grant writing rise as competition for funding increases. With her background, Rosy is able to work with highly technical material to prepare winning grant proposals.  Located in the San Francisco bay area, Rosy provides the firm's clientele with exceptional grant writing services.
Rosy’s has been successful of taking project concepts and transforming them into winning proposals.  Through our partnership –she has prepared a Federal Transit Administration’s (FTA) State of Good Repair (SGR) grant application that resulted in a FY 2011 FTA 5309 SGR grant for $8,517,000 as well as an FY 2012 FTA SGR grant for an additional $7,958,725.  She also prepared a proposal to the Economic Development Administration’s (EDA) Public Works Program which was awarded $3,515,400 (more than double EDA’s average Public Works investment level of $1.4).
